Project «Information-diagnostic system for environment protection management in murmansk region » (2000 – 2004)

The project is financially supported by the State Committee on natural resources of the Murmansk region.
Information-diagnostic system (IDS) for environment protection management in the Murmansk region is due to have good interface possibilities and carry on a dialog with the user, allow getting facts in a standard form as well as answers to the "what if..." questions with further analysis of results by a specialist.
There were developed structural-objective basis of IDS, established tasks' priorities, made users' interface on the basis of GIS ArcView 3.2, realized separate modules of the unit "Forecast of environmental situation by changing impact parameters" as well as formed an information-reference subsystem containing series of thematic maps and attributive databases. Interface tools envisage the development of IDS.
Tasks for the year 2001 stage were set based on economic and technical possibilities as well as accessibility of necessary primary information and presence of scientific-methodical provision for realization of subsystems, separate units and modules.
1. Update the unit on forecast of ecological situation by changing impact parameters with the module "Forecast for natural-territorial complexes in the impact zone of the "Severonickel" smelter" as well as multimedia showing the dynamics of processes.
2. Establish a unit to synthesize assessment ecological maps, including development of a program and users' interface.
3. Establish a unit of especially protected nature territories, including the development of assessment modules and users' interface.
4. Adapt the interface to the IDS.
5. Prepare the "Manual for the IDS user" and advise the specialists of the State Committee on Natural Resources of the Murmansk region on using IDS.

Project «Development of ecological-economical grounds for especially protected nerretories in Murmansk region» (1998 – 2000)
The project was financially supported by the Finnish side within the Cooperation Agreement between the Finnish Ministry on Environment and State Committee on Nature Protection in Murmansk region to preserve biodiversity and develop the net of especially protected nature territories (EPNT) in Murmansk region.
A scientific-methodical approach was developed to establish the regional net of EPNT based on assessing the preservation level of centres rich in species' number and large massifs of low-damaged natural ecosystems.
On the basis of conceptual issues on biotic regulation of environment and polarization of landscape there were formulated the main criteria for key objects by EPNT selection. They are:
a) preservation level of centres rich in species number;
b) preservation level of large massifs of low-damaged natural ecosystems.
These criteria can be used to ground various ranges of EPNT. Key objects are top-priority objects to establish the net of EPNT. The strategy for forming the net of EPNT in Murmansk region was developed. Key objects are selected according to the criteria mentioned above. There are made ecological-economic grounds for national parks, complex refugiums.
Results of this work have been considered by the Collegium of State Committee on Nature Protection in Murmansk region and recommended for realization on 26.04.2000.

Project «Preperetion and publishing of ecological atlas of the Mrmansk region» (1996 – 1999)
The project was financially supported by the Ecological Fund of Murmansk region. It was published in 1999 in an edition of 1000 copies.
Partners: Faculty of Geography of the Moscow State University, State Committee on Nature Protection in the Murmansk region, Euro-Asian Association "Ecological balance", Murmansk Territorial Administration on Environment Protection in the Murmansk region, Murmansk Marine Biological Institute and Institute of Economy Problems of the Kola Science Centre, Russian Academy of Sciences, Committee on Natural Resources in the Murmansk region, Kola Information-Laboratory Centre (Apatity).
Atlas is based on monitoring results and research investigations of environment, statistical materials, cartographic and literary sources. There were generalized materials showing ecological consequences of intensive industrial development of the territory during recent 70 years. Contents reflects ecological situation in the region at the end of the 20th century in detail. Atlas consists of four issues, including the series of maps classified by their thematic contents. The First issue "Nature Management" gives and overall idea about the economic use and system of environmental monitoring. The Second issue "Natural ecological conditions" shows the initial state of vegetation, soils, water and other components of environment as well as landscape-geochemical potential of acidification and self-purification of geosystems, level of critical loads for soils and water, i.e. natural conditions of modern ecological situation. The Third issue "Anthropogenic impact on environment" includes maps defining anthropogenic load as well as pollution levels of air, surface and underground water, vegetation and soils. The Fourth issue "Ecological state of nature complexes and medical-ecological situation" contains assessment maps made on the basis of maps from previous issues and other cartographic materials using the complex ecological-geographical criteria: state of natural territorial complexes near non-ferrous metallurgy enterprises, quality of water in large lakes, ecological capacity of landscapes, tensity of ecological situation as well as population health indices connected with industrial change of environment.
Atlas includes more than 60 maps on a scale of 1:2000000 to 6000000 on more than 80 cartography themes. Separate maps and schemes show the deepest industrial changes in natural complexes caused by focus industrial nature management on a scale of 1:70000 to 1:700000. All maps are made on one geographic basis according to conformal conical Lambert projection. Additional ecological information is given in accompanying tables, diagrams and explanatory texts. Contents of maps and texts are illustrated by original colour pictures. Most of them were made specially for this edition.
Atlas is a scientific-reference edition destined for scientists and managers dealing with problems of rational use of natural resources and nature conservation. As a reference book, it will be of use for residents of the Murmansk region who pay attention to ecological problems as well as to city councils and health care institutions, organizations involved in the ecological upbringing and education.
There was prepared also the GIS version of the Atlas in ARS/INFO format. On the basis of domestic GIS GeoGraph/GeoDraw there was established information-reference system on sources of emissions and emissions of pollutants.
